The budget debate in Belmopan took an unexpected turn last night during the presentation by the Area Representative for Cayo West, as language and procedure briefly took center stage in the House. UDP Area Representative for Cayo West, Miguel Guerra, had been granted permission by the Speaker to deliver his contribution in both English and Spanish, acknowledging that a significant portion of his constituency is primarily Spanish-speaking. The move was seen as an effort to ensure inclusivity and direct communication with residents in his division. However, midway through the presentation, concerns were raised from the Chair when it became apparent that the Spanish version being delivered did not closely reflect the content of the English address that had been previously presented. The Speaker intervened, noting that while permission had been granted for translation, the integrity of the original presentation had to be maintained. The discrepancy prompted an objection, briefly interrupting proceedings as the matter was addressed on the floor.
Despite the moment of tension, the presentation also drew commendation from Prime Minister John Briceño, who acknowledged Guerra’s balanced approach in recognizing ongoing development efforts under the current PUP administration. The Prime Minister noted that such acknowledgment reflects a level of maturity in national discourse, particularly during a debate of such importance. In expanding his remarks, Prime Minister Briceño also outlined plans to strengthen healthcare services in the Cayo West constituency.
