Court Delays Continue as Psychiatric Evaluations Remain Unavailable


37-year-old Harold Palma, the Honduran national accused of assaulting a female police officer in Belize City, has been further remanded to the Belize Central Prison, as the courts continue to await a psychiatric evaluation that, at this time, cannot be conducted.  Palma appeared earlier this week before a Senior Magistrate, where his matter was adjourned to April 15. The court heard that despite being on remand for more than two months, no psychiatric assessment has been carried out, due to the absence of a psychiatric doctor within the public health system.  Palma was first brought before the court in early January, but his arraignment could not proceed after he displayed behavior suggesting he was not mentally fit to understand the charge or enter a plea. A psychiatric evaluation was subsequently ordered, and he has remained on remand since then.  He is accused of aggravated assault upon Police Constable Alleya Wade, in an incident reported on the afternoon of January 2 near the Belize City bus terminal. According to police, Palma was allegedly seen behaving aggressively with a knife, threatening members of the public, and later confronting officers. PC Wade reported that Palma pulled the weapon on her and issued threats, prompting a response to disarm him and take him into custody.  The court also heard that Palma had earlier exhibited erratic behavior while in police detention, including refusing to wear clothing and requiring medical intervention to calm him.  Love News understands that Palma is among multiple such cases currently before the courts, all awaiting psychiatric assessments that cannot be completed due to the lack of a qualified professional.
