Belize is actively exploring the importation of Filipino nurses and other healthcare professionals as it works to balance ongoing changes surrounding the Cuban medical brigade and ensure continuity in the country’s healthcare system. The move comes amid shifting geopolitical dynamics and increasing pressure on long-standing medical cooperation arrangements, prompting the Government of Belize to assess alternative staffing solutions to maintain quality healthcare delivery across the country. Minister of Foreign Affairs, Francis Fonseca, says the government is taking a measured and strategic approach carefully navigating the situation to protect both national interests and the integrity of the public health system. Fonseca emphasized that while alternatives are being considered, Belize remains committed to maintaining strong diplomatic relationships and ensuring that any decisions taken are in the best interest of Belizean patients and the broader healthcare system.

Francis Fonseca, Minister of Foreign Affairs: “I think I reported the last time we spoke that what cabinet had instructed was that the Ministry of Foreign Affairs work along with the Ministry of Health and Wellness to look at different options that may be available. We of course, our objective is to maintain the Cuban doctors in Belize. We have, I think, about 92 medical professionals under the program. 45 of them are medical doctors. They play a very critical role in our health system especially in rural communities. So we want to work and find a way of maintaining their presence in Belize. So we’re working, the Ministry of Health, as I said, and Foreign Affairs are working on a plan and we are also in discussions with the Cuban government to see what option will be acceptable to them in terms of how we move forward. Ministry of Health and Wellness along with Foreign Affairs we’re looking at and we are discussing those options with the Cuban government. As you know we had an agreement that agreement expired. So it’s in the context of some new arrangement, some new agreement that we’re discussing these options. Our objective is hopefully that we can keep their presence here in Belize.”
Reporter: Are you looking at bringing Filipino nurses to Belize?
Francis Fonseca, Minister of Foreign Affairs: “Again, Ministry of Health is looking, yes, they are looking at options. Even, you know, putting aside the Cuban issue, we need nurses, even with the Cubans who are here in Belize we still have a shortage of nurses. So we have been looking at options. The Ministry of Health has been looking at various options, including, as you mentioned, one, nurses from the Philippines, also nurses from Nicaragua. Those are options that they are looking at.”
For decades, Cuban medical professionals have played a critical role in Belize’s healthcare sector, particularly in underserved areas. However, recent international scrutiny and evolving diplomatic considerations have required governments across the region to re-evaluate these arrangements.
